Stormwater Chairman advises Polk Commissioners that pollution fixes will be complex

BARTOW – Coming up with the most effective ways to fix stormwater pollution problems and to improve lake water quality is complicated and will require more study, David Carter told county commissioners Tuesday.
"It's not a one-size-fits-all solution," said Carter, a Winter Haven engineer who chairs the county's Stormwater Technical Advisory Committee. "Different lakes respond differently."
Carter told commissioners the committee is suggesting the County Commission hire a lakes expert to provide additional guidance.
Jeff Spence, the county's director of parks and natural resources, said a proposal to do that will be submitted to the commission later this month.
Carter said the approach to dealing with stormwater pollution has been evolving since he and others involved in the issue began discussing it in the 1980s.
